Double payment system: you must pay an entrance fee, then pay again for a shuttle to reach the main area Insufficient staff to manage crowds and enforce proper queuing Requests from staff to form lines are largely ignored by visitors
The disorderly environment and constant jostling completely undermine what should be a peaceful experience to enjoy nature. The beautiful scenery can't compensate for the frustrating visitor management issues.
