We visited 牦牛坪 with 2 kids as 云杉坪 was closed on 5 June 2025. This is at an elevation of about 3600 metres above sea level at the highest point and I felt breathless easily. Unfortunately, it was a foggy day when we visited and we couldn't see the mountain range.
Sharing my experience prior to coming up if it helps. Please assess based on your personal circumstances:

Clothing== 2) when you walk towards the tourist centre from the carpark, there will be visitors and peddlers appearing overdressed with bright coloured jackets/coats. This may worry you that you could be underdressed. My observation is that most of the visitors end up taking off their jackets on 牦牛坪 when the sun comes up. For reference, I was wearing an inner UV shirt, a long sleeve T shirt, and a cotton sweater. I took my sweater off when I started walking. My kids were dressed similarly, except they had an additional waterproof/windproof jacket.
