Majoraadi park — Attraction in Tartu vald

It is a place of an unknown purpose -- a lot of space with some cool decorative elements but no obvious function. The dog park is one function, just walking is another, throwing small stones to pounds is also fun as well as jumping over larger stones or enjoying nature while sitting on a bench. Is all of these worth visiting a place that is quite far from the city center? Perhaps some playground and picnic areas would make it...
