If you have a natural feature, part of the land, and want to build a nice walkway, then it is fine to fence that walkway off and ask people to pay to get a better view. But to fence the entire waterfall off... no, whoever did this is a criminal and if it's the Georgian state then they should be ashamed of themselves. Natural waterfalls and similar features should never, ever be fenced off in this way. Charge people for parking or to use private facilities, sure. But simply to enjoy the beauty of nature should not be done to make profit, and worse of all is places like this that are totally fenced off. My kids enjoyed a lot here (especially on the free access area on the right side of ticket counter- you can actually play/swim in the water. View is stunning.
