It is honestly not worth it. Not because the place is bad but because it is not worth paying 2500 Rs for a jeep safari that takes you through almost 1.5 hours of agony. The road(or lack thereof) to the top is horrendous. The toilet facilities at the ticket counter at the base and also at the top are also terrible.
You are much better off visiting the beautiful Eravikulam national park which provides a far more comfortable and peaceful journey.
And the view at Kolukkumalai is not unique either. You have to be lucky to actually get the views they publicize. You can get the same view and feel in much more easily accessible places like Top Station, Lockhart Gap road view point, Kattadipara, Kottapara, Kakkadampoyil or any of the dozens of beautiful foggy misty view points of Idukki and Wayanad. All of which are free and won’t break your back.
That being said if you are okay to shell out money and hurt your back for a day, you can try this out. The jeep drivers are very nice people and you can try out the so called highest altitude organic tea at the top. The views within the tea estate are also quite dramatic.

Currently they are changing Rs. 2000/- for to and fro trip. This trip is worth, if you like adventurous drives. You can also watch the scenic beauty of the world's highest tea estate.
Enroute there is a factory of Harrison, were you can take a stop and see how the tea powder is produced from the leaves. Their guide explain each stage of the CTC process well and you can also buy some high quality tea powder form their store. They charge Rs. 200/- for the factory visit.
There is also another tea factory which makes tea powder in the traditional way.
If you want to watch sunrise in Kolukkumalai, you have to start early around 4:00am, so that you can see the sun rising from the clouds below you... it's one of the mesmerizing and romantic view of sunrise, that I could see.
The rock with the shape of a tiger face is there and if you are not going little down to the other side of the view point, you will miss this rock and few clicks. Mountain is very steep and pathways are rough and you have to be very careful to avoid accidents.

The sunrise view point sits 2170 metre above sea level and getting to that spot itself is pretty tiring enough on a 45 min Jeep Journey through uneven plantation road. Since last few years, private vehicles are allowed and you can rent a jeep to get to the sunrise point which also is the way to the Kolukkumalai Tea Factory which happens to be the world's highest Tea Factory & Highest Organic Tea Plantation. The Best time to catch the sunrise is 4.30am just before the dawn breaks and you have to start your journey from Base Camp town of Suryanelli. The climb is pretty jerky and bone jolting but the reward is priceless. Note that some days, clouds will cover the valley and you may not experience usual golden sunrise. The Jeep drivers are good local guides so call them in advance and make sure its a complying weather during your visit time. The Best time of the year to visit is after the monsoons ( August - November) and also the beginning of the summer season.
