I've seen other reviews way more critical, but to give it context, this is an artificial beach very close to major Japanese ports (Kobe and Osaka), so restrictions on swimming and the water being murky are less related to cleanliness and more to safety concerns due to the high volume of maritime traffic in the area, as well as natural circumstances (river deltas, huge metropolitan areas nearby, being on the Pacific side).
