富津岬の沖に見える手前側の島が第一海堡、その先の島が第二海堡である。 海堡とは、人工の島に造られた砲台で、明治時代に陸軍軍人の西田明則が中心となり、日本陸軍省によって富津岬と観音崎を結ぶ東京湾口に3つ建設された。 海堡が造られた目的は、外国の軍艦から首都を護ることであり、建設された順に東京湾第一海堡、第二海堡、第三海堡と名付けられた。 このうち第一海堡、第二海堡が富津市地籍、 第三海堡が横須賀市地籍となっている。 第一海堡は明治14年(1881)明治23年(1890)の9年間、第二海堡は明治22年(1889)大正3年(1914)の25年間、第三海堡は明治25年 (1892)~大正10年(1921)の29年間の歳月を費やして建設された。 近代日本で最初に造られた人工島の海堡は、明治39年(1906)にアメリカから技術提供を求められたほど、注目された技術であった。 海堡の建設工事の従事者は、その多くが千葉県の人々で、中でも富津市域の人々がその6割を占めていたといわれる。 面積は第一海堡が23,000㎡、第二海堡が41,000㎡、第三海堡が 26,000㎡である。 このうち横須賀市の地籍となっていた第三海堡については、航路の安全を図るため平成12年(2000)度から平成19年(2007)...
