Best viewing time is an hour before sunset and into the night for the city lights. The weather is cooler and windier at the top. Conditions are posted in the funicular waiting area.
There was outside, yakiniku dining with all-you-can-drink bar available during our summer visit. And the tables were located close to the overlook. The food was okay, but of course you are not there for the food. It's a great group experience.
