The place was totally devoid of staff indoors. But it was still open. You enter at the far side as seen from the parking lot, and you leave your shoes and put on slippers. They are not big enough for me, but I made do.
The place is unfortunately almost completely in Japanese, so you'll need to use Google Translate or similar, to understand things. However, there's no wifi, and mobile reception is quite bad between these mountains. Maybe it will work for you.
The first part of the museum is basically the control room. Pretty cool to see all those monitors and whatall, but since there's no one there, there is no "action". The second part of the museum is more properly a museum, with some activity for children, interactive exhibits, a bit of a feelgood movie, all about the history of the place. The works. At the end, there are even some books you can browse through.
Back outside, there are some spots you can go to, to take pictures of the river and the dam. I would recommend going here, even though this place doesn't really promote itself. It's a nice way for a visitor to get some context for the region. And the best part - admission is...
