I took a taxi and it cost about ¥1,700 from the Muroran Station. You won't be able to go inside the lighthouse or close up to it. There is an observation platform that overlooks the lighthouse and cliffside. There is also a decent view of the city. At the arrival point there are a few shops that were open.
