One of the greatest disappointments in Tokyo. Located in the very affluent districts of Ota-ku and Setagaya-ku, you would assume that the number of wealthy tax payers allows the city to build a nice recreation zone, but... To start with, there is no real kids park. A swing, a sand box and a rusty baby slide, that's all. No proper toilets (only one dirty Dixie cabin), of course BBQ is prohibited, no food court or promenade cafees, rotted plantation, skateboarding no, rollerskate no, etc. etc. I am fully aware that this riverbed gets occasionally flooded but there are solutions to have temporary installations and make it a real event and recreational area. At least on the Ota-ku side, they managed to build some baseball and soccer pitches, they are expanding the tennis courts but that's all.
