I read some reviews, and yes, if you want to see the jewelry ice, it is better to come between january and february. I think the tours for this area are up to february 19-28. I recommend taking a tour as it is affordable than going on your own (unless you walk from the station).
I went on March 4, so I had to take a taxi to get there from Toyokoro station as there were no tours or buses available. And, the jewerly store/museum was also closed as the season for the jewerly ice had ended. The taxi (one way) was around 8000 yen.
This year, I read on japanese websites that the jewerly ice could be seen until mid-February. So I wasn't expecting to see anything at all. In fact, there was only snow but not the jewerly ice.
However, I was lucky to find at least some small pieces ♡ but from all the walking looking for it, I could only find just that. So I recommend going around early winter.
If you just want to see the snow and the beach together, you could also try going to any other beach in Hokkaido where it snows, maybe those close to Otaru or Asahikawa. ...

The location has limited accessibility, it will take you about an hour to drive from Tokachi and another hour to travel back. There were hardly any vehicles on the road and the landscape view during the drive was snow field, bare forest of winter and empty farmland.
Some houses along the coast look abandoned and the area felt like a stark contrast to the lively, natural spectacle of the beach. Adding to the atmosphere was the abundance of tsunami warning signs around the area. Their prominent display contributed to a lingering sense of danger & uncertainty.
