Worth coming any time of the day or year, especially that it’s accessible by Summit Rd all the way from city or you can hike you way up. Limited parking spots, but it shouldn’t be a problem as place isn’t too crowded. Whichever way you chose to get there you will be rewarded with panoramic postcard views.
