Old Lockhart House — Attraction in Abbottabad Tehsil

Unfortunately it is not visible, nor accessible. I tried asking a number of locals, but nobody could identify it from the clear Google pictures. Moreover, there is a very new high-opaque-fence which surrounds the apparent location. There is a ruined building behind said fence, however, it is barely a structure and therefore difficult to discern whether it is this building? Either the location provided via Gmaps is completely wrong or the building has collapsed...
