This mirador really is a wonderful destination and is so close to Ayacucho's city center! We went early in the morning on a weekday and fortunately (in our minds) all of the tourist attractions (carnival/restaurant/event space) were closed and we basically had the place to ourselves.
If you plan to walk, you definitely should prepare to go straight up various flights of stairs. There are roads along the way if you want to break up your ascent and go sideways for a bit. Also, you may want to bring something to protect you from the wind; when we went, there wasn't a cloud in the sky but it was definitely chilly.
