During my college years, we often visited Nalalata Falls riding a motorbike because we don't know any means of public transportation directly going there (and maybe there's none). So it's better to rent a private car or bring your own car/motorbike if you are planning to visit & see the beauty of Nalalata. Back then, this place became one of our "tambayans", especially during summer with our Barkadas in our Barangay in Bicol which is 2-3 Barangays away (if I'm not mistaken) from Lubgan, Bula where Nalalata falls is situated. Before, the entrance fee was only 10 pesos but in my latest visit last January 2019, the entrance fee increased to 30 pesos. But, we managed to negotiate to Kuya caretaker to reduced it to 20 pesos because we reached the place at around 2pm and we only stayed for 1-2 hrs.
If you want to relax & escape the summer heat, it is one of the great place 'coz you might don't need a sunblock. You can bring your own food but if you will only stay for a short time, there's a small sari sari store outside the falls owned by a very kind Lolo & Lola.
To reach the place, you have to take a few minutes walk going down to Nalalata Falls which you can also enjoy. You can see a carabao while walking which you can add to your experience if you're not a probinsyano/a. Take a moment to capture you instagramable photo.

Although we went in a pickup. The cottages aren't in very good shape. There was only a little garbage around the site which was fine.
