I visited Jinhae on 03/04/25 and the cherry blossoms were supposedly in full bloom this week. I travelled from Seomyeon Busan and since their were 4 of us it worked out cheaper and quicker to get a taxi. I would recommend this option as there are many changes via public transport which takes longer and eats into the day. Taxi cost 47,000-52,000won each way and took 45-55mins each way depending on traffic.
This was the week of the Jinhae festival which we were given a map and information leaflet on arrival. It was free to enter. I arrived quite late in the day so I managed to catch the blossoms in the day, sunset and night view. Sunset pictures on the train tracks were beautiful.
There are lots of tourists and locals but enough space to take decent pictures. There is quite a lot of areas to cover on the map so I would have come earlier to spend a whole day here...

My main recommendation for this get there EARLY and take the photo's you don't want to be editing people out of immediately. Like all your wide shots by 9am. THEN wander around and enjoy the blossoms and the people watching, snacks, ext. It's a popular photo op during the cherry blossom festival. I visited March 30th 2025, a day where and unexpected late slow sprinkled Seoul, so a slow start to spring this year and the guide indicated this was about 25% of full bloom.
