Although Zhang has a significant role in China's history, this isn't even a government managed site and it's pretty run down. A stroll through the "museum" takes about 15 minutes, with not much information conveyed, and the bathroom for the site was broken down and closed. One gets the feeling the site serves nothing more than to remind folks that CKS placed him under house arrest. Given its location in the middle of the mountains, its hard to recommend a visit, since much of the road is barely (and in many places not) wide enough for one lane in each direction.
