My experience with Valhalla Park is just riding through it on my bike en route from the fish ladder down to Valhalla Park and back to the fish ladder. However I have observed that it appears to be the most well used park in the Greater Lansing area. There are always people there. Always. It's packed on any given day if it's halfway nice out. And it's not unusual for most of the pavilions to be reserved by families having reunions or other events. I came and visited a couple of days after the free weekend (doesn't require a state fishing license for certain weekends of the year) and most of the bass were spooked and put down or gone all together. Most of the spots available to access the water were either not in the best spots or being used for dogs to chase thrown tennis balls into the water. Oh well.
