Oxbow is a great park, with easy access to the river. Unfortunately, there's usually way more people trying to use it than there are available parking spaces. Carpool, get there early, etc. Also, if you are heading there for any other reason than river access (i.e. biking on the river trail) go somewhere else with more parking. Restrooms right by the parking lot, changing rooms, nice paved paths, little inflatable-craft launch ramp, benches and picnic tables under big trees... The water was freezing and moving pretty fast in the middle of the river, but it was just right for playing at the edges.
