Portland-Columbia Toll Bridge

I was travelling west on I80 when I took the Portland exit to get to an advertised Shell Gas station. Ended up at a T intersection with no directional signs. Turned left and after a short jaunt down a rural road I came to a bridge which I crossed. At the other end, I paid the attendant $1.00 dollar and didn't get a receipt - who get a $1.00 toll receipt. About 2 weeks later, received a notice from NJ E-ZPass for a $1.00 unpaid toll and $30 "Administrative Fee". Called to refute fee and got an automated robot answer which told me how to pay my toll and fee. Looks like NJ is still using bridges to frustrate drivers. I might mention that the car was FL registered.
