I don't live in Texas, but have visited a few times, and hope to visit again in 2024. I have found that many dogs are off leash, even though the rules clearly say that pets must be on a leash. My simple question is that why is this rule broken all the time? In my State of MN, the rule is broken, but it is extremely rare. In Texas, it is broken consistently, from what I have observed. (I am only talking about Austin, TX - in my case.) Would it be OK for me to break other rules that are clearly marked? Would everyone be OK with that, including the authorities?
