Beautiful views, but vehicle traffic only. It's great to cross as passenger though, because you can gawk all you want.
Also, eastbound traffic backs up for about a mile or more most days during rush hour, and for almost the whole afternoon on Fridays during the summer. Plan on leaving in the morning or evening to avoid beach traffic, or just plan to go slowly with everyone else. Even without heavy traffic, the speed of traffic often slows down about 10 mph going up the bridge.
Don't try to walk this bridge or you'll infuriate thousands of commuters, or get killed trying. There's no shoulder and no place to park nearby. If you're looking for a bridge with views to walk and takes some photos, use the Naval Academy Bridge. That's the bridge that's pictured in all the above photographs. I would not recommend trying to hold your breath over the Bay Bridge, but the Severn River Bridge is much more manageable.
