Google has the entrance wrong; you enter from Lower Cato Falls PARK, about 1/2 of a mile EAST of the private driveway.
Also, it's not a waterfall; it's a rapids. I visited July 09, 2022, and the water level was high enough to make the rapids go nice and frothy, but "falls" might mislead some people into thinking it's a waterfall. Again, it's not a waterfall; it's a rapids.
Also, the park has several "TO FALLS" signs. However, if all you want to see is the rapids, I recommend using the "TO FALLS" trail just slightly left/West of the public restroom building. (See photos I uploaded.) The other "TO FALLS" entrances will lead you on a nature hike. And when you get to the bottom of the trail, (or 'when you get down to the river') there aren't any signs showing which direction you need to go to reach the rapids. If you take the trail just left of the restroom building, that one takes you pretty much right to the rapids.
If you take any of the other "TO FALLS" entrances, you'll get a nice nature hike through the woods to reach the rapids. But you'll need to figure out on your own where they are.

Read more84 acre park along the Manitowoc River. There is a new pavilion since 2022. The two year round "outhouses" have been replaced by one unisex unit (knock before you enter). There is a new playground with swings, slides and a zip line. The top part of the park has a Frisbee golf course that seems to be enjoyed on a regular basis. Grills and picnic areas are scattered here and there. The star attraction here is the rapids. Steps and steep trails take you to a picturesque class two rapids.
