People tend to let their dogs run around the hiking trails without leashes, and I have had multiple instances where unknown large dogs have run up on my small children with no owner in site. I'm sure most of the dogs are harmless, but you never know, and you won't know until it is too late.
The Town is not concerned with enforcing the leash law in the park, and told me there is little they can do. So unless you are comfortable with german shepards running at your kids from out of nowhere on the trails, I would find another place to hike. We mostly go to Schodack Island if we want to stay close by.

There is some green algae and lots of weed growing so may be better to stay on land. If you have little kids, there is a playground and if you have a dog, there is a dog park. I did the trail which is 1.6 miles long that took about 40 min. Some incline/decline but mostly easy/moderate terrain. The trail goes around the park and time to time you see the river, road, and playground so you do not feel disconnected from the civilization especially if you are hiking with your little kids.
