Checked out the dump station. There isn't an "incline" per say. What does exist is a border or lip around the dump hole. This lip is to prevent waters from spilling over onto the road or ground in case of a hose being not connected properly or bursting. This is common at a lot of dump stations so don't worry about those who complain. It does mean they have to pick up the sewage hose to completely empty it.
