The hot springs pools are empty. It's still nice to bath in the river in a hot day. You can go further up to the hot spring source and bath in the cold river with a bit of hot water mixed. Not sure why they don't feel the pools, There are a lot of hot spring water catches in a concrete building with a pipe taking the water somewhere
