3 stars because it is probably better than most, if not all, in Ngaoundere. However, it's certainly nothing impressive. Stuck in the late 70s or 80s as far as the decor and facilities.
The staff at the bar and restaurant were very pleasant and a welcome contrast to the rather (read: extremely) unhelpful night receptionist.
The only reasons I think it is worth the 25,000 CFA per night cost are the AC (that stayed on all night), the TV in the rooms (if you are into that kinda thing), and the hot water.
The hotel is in a nice part of town that is quiet, which is a huge plus.
