When you get to the bend in the road, sure you can turn left but if you don't have a 4x4 you may also damage your vehicle. I'm not sure why everyone is making such a big deal about it being free. No charge or pass is required on most of the beach between high island and rollover. Once you get to rollover you'll need to buy a $10 parking pass for your vehicle (not per person) but it lasts until the end of the year. For $10 a year, camping on the Peninsula is a heck of a deal. The money helps maintain the beach. There are plenty of free beach on the Galveston side too. You'll have to pay at some like East and Stewart's beach but there is plenty of free...
