La Cascada Cola de Caballo for me was definitely worth the trip from Monterrey. I was staying at the Fairfield Inn near the airport and to get here, go for lunch, and then get dropped off at El Paseo de Santa Lucía cost 1600 pesos (the hotel said 1500 pesos to just go to the waterfall and then return to the hotel, but the cabby had to wait for me to eat also, so 1600 pesos). The entrance fee for the park as of April, 2017 was 40 pesos. If your taxi driver accompanies you to take pictures of you, expect to pay for him as well. It's not a huge, roaring waterfall or anything like that. It's just a stream, really, but it's a beautiful sight in a very beautiful area. The pathway to get there was paved and all the safety precautions I normally don't see in Latin America were there (railings to prevent people from falling in). There's an option to get there by horse, but it'd be a very short ride (maybe 5 minutes), and really only for the lazy or for a photo opportunity. If you speak Spanish, the cabby will also make other suggestions of places that you can visit along the way. Chances are that he really wants you to see how beautiful Monterrey is because so many people come here for business and never take advantage of seeing the sights around town. You can easily drive here from Monterrey, just beware, the last 15 minutes there are uphill and it's not a great road (stray dogs, lots of businesses with parked cars, huge trucks destroying the roads, narrow spaces). It's nothing incredibly difficult but something to consider.
They sell snacks there, souvenirs, Mexican crafts, they have a donkey you can ride horses and carts pulled by horses to get go the waterfall, but you can more than easily walk, nothing complicated and very little stairs.
Buy your ticket online ahead, then have strict control rules to avoid crowds during the pandemic.
