Batalagoda Wewa, with its long and somewhat low embankment, is located on a minor tributary of the Deduru Oya. This stream, called as Ibbagamuwa Ela in its higher stages, transports water from the Kandalowa Valley. An old and once-famous city located about a mile from Batalagoda Wewa, on the banks of the Deduru Oya, whose legacy is not mentioned in historical chronicles. (Brohier, 1934, pp. 6–7)

According to legend, the Batalagoda Wewa reservoir was built in pre-Christian times to supply water to the mystical city of Parana Nuwara's daily requirements and to cultivate the surrounding rice fields. Based on the size of the bricks, Parker (1909, p. 379) suggests that this reservoir was erected in the second half of the second century BCE or the early first century BCE.

The inscription was created in the 13th century during the 5th year of Queen Kalyaniwathi (1202-1208) of the Polonnaruwa Kingdom. Chudamani, an Adhikari from the Bandhalagoda district, repaired a breached sluice gate at the Batalagoda Reservoir and also erected a second sluice. He has also restored an adjacent decaying and empty pirivena (a learning facility for bhikkus) named Senevirath Pirivena, which was founded by a Lakvijaya Sansingu. He had also renovated the bhikkus' living quarters, re-established the pirivena, and gave four harvests from one of his paddy fields to the temple.
