How could someone ever let this happen!!!! This is an absolute outrage! Animals are living creatures, and it is not a BREED thing. Owners have responsibilities to their animals!! The fact that people who don't hand over their dogs by December 1st are going to have them confiscated and put down?!?! This is absolutely disgusting and I hope this town feels embarrassed for their words and soon to be actions! Breeds are not the ones that are bad!
