Edit: I did call the day after it happened and the guy blamed me for coming so late (even tho I called twice ahead of time to make sure it was okay, and he was in the middle of a Warhammer game) and all he did was offer to give me the packs "next time I come thru." He also neglected to give me a receipt on the initial $165 cash purchase. I'm not gonna drive 4 hours again for $14.
I just drove 4 hours round trip to get starter decks and packs for a new release that I can't find locally only to get home and see that the guy shorted me on packs. It's partially my fault for not checking the bag or watching him pull the packs, it's just a major disappointment.
I don't play here locally but check your bags before you walk out...

I really suggest going to their one-shot D&D nights on Thursdays! I had to stop going for personal reasons, but you bet as soon as I can, I'm going back to D&D night!! They even helped me create my character, learn how to play, and showed me what paints and primers to use when painting my little character figure dude! Thank y'all!
