The picture you are seeing is a putting green (not kidding) and a sand trap. The people in the HOA are nice folks but lack the managerial experience to implement professional task prioritization. The community was built around the golf course, and they completely ignore it, as it doesn't interest them on a personal level. They take it very personally when you call attention to discrepancies in services, despite the fact that there is nothing personal about it (refer to pictures). Maintenance is unsupervised because the HOA doesn't have any experience in maintenance protocol, and they create superfluous work for themselves completely ignoring the golf course and other amenities.
