Once you locate the Mori JP TOWER (Mori Tower), enter and go up to the second floor, then take the elevator to the 33rd floor. Now, you need to make a purchase to view the scenery; drinks serve as admission. It's a good spot to meet with friends or enjoy a light meal by yourself. I ordered a latte βοΈ (a bit pricey, around 55 RMB), but the view was worth every penny (P4-P7).
