I think First Noodle Under the Sun was a converted hotel or part of a hotel or something like that. It's a relatively large restaurant and we went there to try their biang biang ("extra wide") noodles. The menus had English, although I'm not sure how good the translations were.
Instead of tea, you are given a clear noodle broth, which is okay to break up the strong flavors of the noodle. My party ordered the "original" version, of the biang biang which the has the noodles in a clear broth and two "dipping" soups (one spicy, one more clear). The idea is to bring the noodles from the main bowl and soak it for a little in the other broths before eating them.
I had the "high-quality" version of the biang biang which was a dry version with spicy oils and fried vegetables and meat on top. I thought it was very good.
We also had an order of duck or chicken which was fine.
The atmosphere is a large but clean restaurant. Nothing special, but it does the trick. Overall, I'd say it was very good place and I'd eat there again if I ever was...
