Probably not for non-portuguese speakers. We got a table on a very busy evening (14th of august). They where probably understaffed. Anyway, we waited more than one hour for grilled meat and bacalhau. While waiting we got very cold since we were sitting under the a/c fan. I asked whether it was possible to reduce the a/c and was told no (which made sense, since there were lots of other people that were fine with that temperature, probably because they were not sitting under the fan) without any attempt at politeness (can we attribute it to linguistic barriers? Or maybe cultural? In Italy, they'd say no, but they'd try to excuse themselves in a polite way). Anyway, we then asked whether we could move to another table (we were really uncomfortable, and still waiting for the food) and they told us no (note that half the tables were free at that point and it was late enough to believe they wouldn't get occupied later on). Ten minutes later and getting colder and colder we decided to change table without permission and we were of course badly reproached as the waitress came back to the room! :D. We were almost thinking of leaving, but at that point it was late and we were past hungry, so we waited.
