It's a bit hard to describe, while the staff is very friendly, the restaurand did see an upgrade recently, and there are now nice and clean toilets available. The elevated seating with view over the Mekong might also be a plus. They have a nice menu with lots of pictures and a lot of western food within it. However, when I go to the menu it's almost the same when I go shopping to Makro (big wholesaler). I might have bad choosen lately, but I'm under the impression that a lot of the items on the menu I could have bought in Makro and warm it up at home myself. The establishment might not be fancy but for this level of food, I think this restaurant deserves 4 stars. (I only recommend the thai food...)
