It's a park alright.
I live by here and it's on my dog walking route, it's always busy towards the midday on weekends, and continues to be a bit busy by 16:00. Weekdays by 16:00 there seems to be (usually) noone there, always quiet. There's a large field towards the training grounds at the fire station that's big enough for small-medium sized dogs to have good running space. Be warned however, it is not fenced in. Towards the bushes there's more field, but during summer it's infested with ticks, so don't let your dogs in there. There's a nice trail down to 240th, excellent for sledding during winter, but the city does seem to be taking poor care of it. Rain likes to erode paths in the gravel, so be careful with your footing. There is a water fountain of some sorts, it's red and looks slightly like a fire hydrant (if you squint), and produces water that goes down the entrance path to the sandpit. It's excellent to improve your damn building skills, although I'd not recommend it if your planning on using it as a design reference of some sorts if your a civil engineer. There is a loop around the park, but the bit towards the training grounds is gravel. It's a nice view to look at the fire fighters doing their training, but there is a bit of a green wall.
