The waterfalls are gorgeous and certainly worth the price I ended up paying. As others have mentioned, there are numerous scammers before you reach the official parking lot(my driver tried to get me to pay them. He was a scumbag.) However, the official parking lot also will try to scam you. I am a solo traveler and chose to pay for a guide so I could get pictures. I do believe you could actually get away with not having a guide and just pay the entrance to the three waterfalls individually(there are entrance gates to each fall.) If you did this you would be harassed the entire time, so I believe it is worth paying so as to enjoy some peace. You would also probably not be allowed to park there. I paid 250K to see all three waterfalls. This included admission to each fall, which your guide pays at each entrance, after you have paid him. My guide only took one photo and said he was too cold and wanted to go back after the first 2 falls. He said the 3rd fall(Figi) was not worth the extra climb. You can park at the Sekumpul Restaurant about 200 meters from the ticket office. 3. This waterfall is absolutely beautiful and I encourage everyone to go see it. I almost did not go due to some negative reviews about the costs and scams. I only experienced polite local people. I paid 20k to enter the viewing area, which was spectacular. There were options to hire a guide and swim. This was all at the official ticket office. And the extra price, weather sanctioned by the government or not is so reasonable in my opinion. The walkways are maintained, I did not see any trash and the guides and shop owners are very friendly. We found our guide to be very knowledgeable and helpful. He helped us carry our equipment and take some amazing photos too. Also, don't forget that the local community and economy around Sekumpul is highly dependant on the income from the waterfall as there are little to no other employment opportunities for them in the area, so when you do pay for these waterfall tickets around Bali you're also supporting the local people and are helping them to maintain these pathways for you to have a better overall...
