Place is open for public, inside Kenjeran Ria Park.
For entrance (in late 2019) you need an entrance through Kenjeran Park for 5000 IDR each person and another 5000 for drop off for grab/gocar parking fee to get near the vihara.
To get around in the park, there are Odong-odong with another 5000-10000 each.
The vihara is an actual temple, (PLEASE RESPECT THE WORSHIPPER, DONT MAKE LOUD NOISES AND DEFINETELY DO NOT LITTER, PLEASE !!!) but publicly open for all people through a tourists entrance, that will take you the the statue in the back which resides adjacent to the seawater.
