So here's the thing. On one hand, it's hard to criticize a free museum, and the buildings are quite impressive, especially Ralli 2. On the other hand, there are certain quite basic elements that are missing, and which keep it short of an international-level museum.
A lot of the artworks appear crooked on the wall, for starters. That's just not a problem that a museum with a collection that's presumably worth millions should have. Second, the descriptions are printed from what looks like a regular computer and printer like the one you have at home, and some of the English text could benefit from a native speaker as editor. Third, the Caesarea archeology exhibit has clearly not been renovated since the early 90s, when the museum opened, and it shows (especially compared to the beautiful new museum at Caesarea harbor). Finally, aside from the dozens of Dali sculptures, which are the museum's biggest attraction (Ralli 1, top floor), the permanent collection contains few artists of international renown. Instead, you get works from the "circle of" Tintoretto or Rubens, but not the artists themselves, and a couple of pieces by Johann Anton Tischbein, who is mistakenly represented as "Anton Johann" Tischbein. Obviously art doesn't need to be world-famous to have value, but these relatively small, fixable errors make me wonder if maybe the curator is on extended vacation (Update: I looked into it and it seems there is no curator โ the owner handles all details himself). Many works of art by famous 20th-century artists of Spain and Latin America. One part of the museum is Salvador Dali's artworks reproductions part. The museum consists of two separate buildings. Also, you can learn interesting facts about the Sephardi (Spanish) Jews' life and history. I also liked the architectural style of the buildings; it looks like a mixture of the Latin American and Mauritanian architectural styles. In my opinion, the museum is much underrated. My favorite one is named: "Cuatro personas con perro blanco" by Guilermo Gucemas. You see four persons sitting with plastic bags on their heads causing suffocation; and a very evil dog at their legs prevents them from putting off the bags. It's free of charge. Paintings here are really good. There are several sculptures in the inner yard of the second museum and in the gallery of the first one. There's also medallion collection and a bit of archaeology.
