Went in the middle of the day via uber. The lookout was not staffed but you can walk around the top and get great views of the surrounding mountains and city. We learned that the high walls were built around the mine to protect the operation (visit Bocamina San Cayetano to learn more). There are remains of an old building which has historical photos on display, but it was locked when we went so we looked through the fence. Across the street from the lookout is the active mining operation, which is cool to see (and look down the deep mine shaft). From the lookout you can see the remains of Minas de San Vicente and Mina de la Garrapata off to the left (when facing Guanajuato) in the mountains. This mirador ,which is located on the north end of the city, can be tough to get to if you are on foot. It is a lot of uphill and long swerving roads but it is so so worth it.
I personally believe that it offers you a better view of the city than that of El Pipila. It also has much less people and is a lot more quiet which I enjoyed greatly. You can see a really beautiful sunset if you stay long enough and the city looks even prettier at night when all the lights come on.
