I really wish I had read these reviews before visiting—then I could have avoided this scam. So, I hope this review can help a few fellow foreign tourists.
We arrived in a good mood—four of us in total. One person in our group has parents from the Balkans, so he could speak the language. The rest of us were from other countries. He had been to this club a few years ago, but that time he went with a group of Balkan friends. They had a good time and were not treated the way we were treated this time.
First, you need to pay €5 to get in with a car. Second, there’s an entrance fee of €25. That should be enough, right?
Nope. If you’re a tourist, they will “force” you to pay for a table— €200. We didn’t want to do that because we only wanted a few drinks. They then told us we could stay at the bar if we paid €20. Absurd. We refused.
We got one drink each and went to a table far, far in the back—away from the crowd, literally with no one around us. Despite that, the staff managing the section chased us away and told us to go to another table. Where? They wouldn’t say. You need to pay to get that kind of help. Horrible service.
This really ruined my mood. So I asked people nearby if they had paid for their tables, and I also told them how we were treated. They laughed and said, “You get treated like that because you’re foreigners.” They had only paid for their drinks—nothing extra for their table.
Apparently, this is common behavior here.
Great job, Top Hill—you really don’t know how to treat your foreign customers.
I would recommend this place to absolutely no foreigners or tourists.

For all the hype, i took a taxi to tophill budva and paid a cover to enter. One of the most racist bartenders i have ever seen in my life and given a chance, we should be able to sue the property and the bartender for the comments they make. He was charging his one prices not listed on the menu, and when questioned, he refers to country and race, and asks us to go to a bar on the streets and not to come to places like this. As i had made the choice to go all the way up, ended up spending about 100 Eur (Probably few or one of the only customers spending that money that night), but was extremely disappointed. When complained to other waiters, managers, they just shrug and say, you are here to have a good time, just ignore this. Absolutely appalling! Place is over prices, and taxis are a scam as well. Read morePerfekt nightclubs for those big concerts in Budva Rivera, this is absolutly the biggest enormous nightclub arena in Budva city, as all clubs by the beach closes at 01.00 Top Hill is open until 05.00 sometimes 06.00am easily has around 2000 to 4000 people. You can get there from city centre or old town for 5 € don’t pay more! Some taxi takes 15 to 20€ don’t accept it. The club is situated up town by the famous Aqua park of Budva only 5 minutes by car. The DJ Scene is big stage and have almost always good go go dancers. Many bars and good service but drinks are very expensive even if u pay 10€ to enter the club. I was there once as it was no value for the money in city centre you get free entrance happy hour and more movement.
