Fort Steilacoom Dog Park Parking — Attraction in Lakewood

I love this place, but am rating it a 3 because way too many people run or walk their dogs, many are multiple dogs, off leash despite there being a section just for being off leash. As I am a Dog Walker, this doesn't allow me to guarantee my dog's safety. We have been charged at many times. Offenders don't understand how scary it is for any unknown dog to come at you. Most of these offenders are oblivious or indignant and consider the park their own personal property. They ruin experience for others. Wish Animal Control would give out fines...
