There is a little parking area for a dozen cars or so and in the base of the tower there is a gift "shop" with a few items. It is free to climb the tower which is the equivalent of 4 flights of stairs or so. There are a few windows along the way so you can soak in the views as you go. The stairs are quite slippery sometimes so be aware. At the top of this tower you will find no Rapunzel, but instead will be wowed by views down to the ocean and up into the cloud-draped mountains.
