I would like to start to say this place is not a park. It is a collection of 3 signs which sits near the underside of a bridge. There were some interesting characters I saw when I visited. I think you should visit in a group just to be safe.
They really don't do a good job at promoting this place. There are no signs to indicate what the place is nor where to park. Speaking of parking the closest parking I found was at: City Services building at 1648 Southwest.
The signs themselves are really nice. I enjoyed viewing them. Although they were not on right at dusk. In mid July they turned on around 8:50pm local time.

It's underneath bridges and along the ๐ train tracks. Parking was a little challenging and I ended up parking down the way and walking over. There is a dedicated crosswalk to get from one side of the street to the other but it did not seem to do much because no car stopped. Beware when you cross over to see the little park at area. The other thing to consider is if you are walking or with pets there are pretty prickly little sticker bushes that stick in your shoes and on your ๐พ ๐ pets paws. A quick little route 66...

You essentially have to either park on the other side of the river and walk across the bridge, or at one of the businesses nearby and walk across the highway.
