I stayed here for 1 night over Chinese New Year. Surprisingly, it was free. There are two sections. The upper half had platforms. The lower half did not, but they were next to the showers. The showers were clean and had hot water. There was a socket to charge anything at each camping stall. There was also a water machine there too which was nice. It was a bit tricky to find, but as long as you have a smart phone, you'll get there ok.
We didn't do the walks to the lake or the observatory, but I did the "hike" next to the campsite. It wasn't so much a hike as just walking up steps.
I would recommend trying the hike at night as there is a little table and viewing area with a nice view of the city. You can see Taipei 101 in the distance.
