Just to assist English speakers that can't read the sign (like me) I've translated it. TLDR: come around low tide, early July to late September

Maybe someone bilingual with Japanese and English, or a local, can confirm because I'm still not sure. Do we need to let Hamasawa-san know every time, or is that just the first use of the season?

Request for use of Seseki Onsen:

This hot spring is submerged in the sea every day due to the tidal current.

Open every day. The surrounding area is private property. Please do not enter anywhere other than the passageways.

Please refrain from entering or exiting except by using the stairs.

Garbage is not collected, so please take it with you when you leave.

Please let us know when you want to take a bath.

Preparations for bathing take time.

Bathing preparation period: Early July to late September

We ventured out to the most northeastern point of Hokkaido and along the way, we stopped and dipped our feet in this outdoor onsen pool. One of the pools was very warm and lovely, but the other was cold. It was a great break from the long drive and just soaking your feet while having the view of the ocean was very relaxing...

This is basically a thermal tide pool. Your feet are in the water with the crabs and fish. Personally, I liked it, but probably not to...
