When I finally gave up was when the person I was dealing with just seemed annoyed that I was calling. Kept telling me I’ll have a bid for you by this date, then when the date came (and a few days past beyond that) I would call the following week and get something along the lines of “We’ve been busy, I’ll have it to you before the end of the week or by this other date…” and ultimately still have never received a bid.
